On the race info screen (F8)? there is a little menu option for racial training level.  Every time you change the level you will lose 1/2 of the personell in your current pool.  It does not matter if it went up or down, you will still lose people.  This does not have any effect on your officers however.  A racial training of 10 will produce 1/10th the number of crew per year, but the ship crew grade will start out at about 8%.
