All officers except army officers, that is. Those can only have ground combat, ground force training, diplomacy, espionage, and xenoarcheology.

Actually, they have it because any bonus can be had by any officer/scientist/civilian admin.

The only thing that speeds up constructon rate is to research the next level of construction module and refit your ships with the new module.

Is it any use to put more than one module into a jumpgate construction ship? Will this reduce the time needed to build the gate?
