Nope, since as soon as all the minerals are mined the mines are dissembled.

Though even if you catch them before they dissemble, I don't think you can move them like normal mines.

Yep, you go in the Colony Summary, Civ. ind section and select "buy mineral output".

But let say the civilian complex is on an asteroid, that they eat up the whole mineral supply.  Can I move them to another asteroid?

I don't think you can take them over as such.

You gain resources from them via two ways. You either gain wealth by "taxing" their produce because they repreesnt private civilain initatives. Or you directly purchase their mineral output and it will begin to stockpile at the location of the colony. Civilian colonies come free with their own mass driver so you are also able to send their resources to your main colonies in the same star system straight away.

The civilian operation will only disband once all the minerals at the location have been extracted. If you "abandon" the colony you will erase their presence as well.

Technically you already have a colony on that planet/moon, you just need to start popping down infrastructure/mines/factories/etc.
If possible , what will happen with the mining equipment placed by civies?
The civvie mining facilities will remain as they are.  I'm not exactly sure how to take over the civvie mines.  Maybe someone else can offer an opinion.
