Note that half of the Operations officer's Crew Training Rating will be used as part of the Task Force's Training rating. So a Commander with training 200 and an Ops officer with training 100 give a fleet Training of 250.

Operations is Operations.

There is no immediate effect. However, next time you change Task Force commander you will need a R5 officer.
