The turret design menu is accessed the same way, a button right next to the missile design button. Everything else is in that main design screen.

That would be because it is not in the design tech menu, look near the bottom of the research window, there should be a button labeled Missiles, click that and there you go.

ok well i dont know how to design missiles...when i go to design tech there is no heading of missiles. the only one i see similiar to missile is plasma torpedo which doesnt exist in the research tab

Being an anti-missile is more-or-less a player description.  You can use your AMMs to attack other ships (sometimes very powerfully, as you just sandblast their armor) and you could use your ASM to shoot down incoming missiles, though very poorly since they tend to lack the agility to hit incoming warheads.  Just make a small missile that's fast and agile, the in-game description will change to "AMM" automatically once you pass some threshold of size, but this is purely descriptive.  The actual function is what the player decides.

Simply put, an anti missile is any missile designed to shoot down other missiles, in general it is size 1, with a warhead capable of doing 1 damage and very high speed and agility. You design them in the same way as you would design any other missile, it is just smaller and shorter ranged.
