No need to.
Enter SM-mode
Open the Task Group Window (F12)
Open the third tab (History/Officers/Misc)
On the right, there are two drop-downs where you can select a star system and a planetary body, to transfere the TG to.

And if you want to put them in deep space, just 1st put a waypoint at the location you want them - IIRC waypoints will show up in the pull-down.

If you can get an empty TG created at the point where you want your fleet, I think you can transfer ships from whereever they are to the empty TG while in SM mode.

I'm starting a new game and would like to move my fleets to certian starting locations before I start. Is thereba way to move a fleet short of actually flying it there?
