For example in my current game I have an NPR I'm allied with, who was discovered quite early in the game only 2-3 transits from my home system, but it seems that it hasn't updated its ship designs the entire game (it's still using Nuclear Thermal Engines on all its ships). Will it ever update/upgrade?
NPRs do upgrade over time. It may be this particular NPRs hasn't upgraded engines but has upgraded something else.
