Then it would be up to the controlling players to determine their actions. The diplomacy stuff is there to let the AI know what to do.

Shoot on sight is if the military cooperation level is hostile. The other status doesnt matter.

A would shoot B on sight.

If a race is flagged as hostile, the AI will attack it as soon as it comes into range.

If race A's relationship with race B is hostile, does that mean race A will shoot Race B on sight? Or does it just apply to missiles?
