Yes. EM is proportional to population, and TH is based on industry.

So if it has the same EM as your homeworld, but half the thermal, it's safe to assume that they have about the same population but only half the industry.

I was curious, is there a way to estimate the size of an alien population based on its TH/EM signature? Is it almost proportional to their population size? Thanks.
