Ah, I had not researched cargo handling, that was the problem.  I thought I already researched it, but forgot that I started a new game.  Thanks for the answers.   :)

Note that if you have started from a conventional start, you will need to research cargo handling first, before ship to ship tractor beams becomes available for research.

They are under the logistics and ground combat field of research.

The device is called "Ship to Ship Tractor Beam"
It's possible you may have obsoleted it so you may want to check that box when you are on the ship design window.

I want to design a tug, but I cannot find any tractor beams. 

I am pretty sure I have researched them already, they are not listed under the logistics drop-down menu (or anywhere else) in the research tab .  But they are not listed in the ships component list in the industry tab either.  And if I try to build a ship, it does not show up in the components list by itself (like the geo and grav sensors did). 

What is the exact in-game name of this device? Perhaps I am looking for the wrong word.

Where do I find my tractor beams? Any suggestions are welcome.
