You can drop the team before creating a colony on the site.  Their arrival turns it into a colony.

However, so far as I'm aware, the arrival of an asteroid miner doesn't automatically create a colony.  Is it possible that you sent the miner to a body that didn't have a colony on?  In that case, it'd have no place to deposit the minerals it's digging up, and it wouldn't operate.

Be aware, you cannot land a team if the gravity is below 0.1, I believe.

Related question: I could not get my asteroid miners to harvest on one of my asteroids. They worked on the previous site, and they worked again after I abandoned this asteroid and went on to richer pastures. I tried all the solutions and workarounds I could find here and on the wiki, but to no avail. The gravity on this asteroid was below 0.1, so I take it that this was the reason that no mining took place. Somehow I had the impression though, that this was what asteroid miners really are for: Harvesting resources where no auto-mine can get a foothold.

Am I correct in assuming that an asteroid with gravity below 0.1 will be inaccessible for mining?

The Add Move button is required for anything that pops up that sub-box... Commanders, teams, ground units... I think there's a couple others.

Click Add Move.
