To define a sector you need to build a Sector Command, which requires the Improved Command and Control research project. Then from the sectors button near the right end of the system view you can allocate systems within SQRT(# of Sector Commands) jumps of the planet.

All I can assign presently is a Planet Governor, the space for sector is blank.

Bonuses add up fast.  I build sector commands pretty quickly just to get the added bonus, even if I am still in one system.

Are them Mil or Civ?

Thanks for the reply.  I had unassigned selected instead of Gov. of Earth ::)

Would leaving that position unfilled just decrease the efficiency of running things on Earth?

You just won't get any bonuses.

In my first game I came across a recommendation to appoint a civ administrator right at the beginning.  For the life of me I can't remember where or how I did it and I can't find the reference that I first used.  Can anyone point me in the right direction?
