Still stuck at Conquered.  More possibly relevant data:

- The radiation level is 944
- The colony cost is 0.0
- The Annual Growth Rate is -0.04%
- The Political Stability Modifier is 100%
- Occupation force required is 568, actual is 740
- Police strength is 172, modifier is 30.3
- Requested & Actual protection levels are 0

Well, yes.  You want the required to be less than the actual, right?

Still, I think I might know what's going on.  There was a lot of radiation damage on that one.  (Another NPR did it.  I try not to break things that I want to steal.)  I had enough troops to prevent unrest from insufficient occupation forces, but not enough to overcome all the unrest from radiation.   I'm thinking that maybe it won't move up the scale toward Imperial Population unless the political stability modifier is 100%?  So I've added more occupation forces.  Now we're at 570 required and 689 actual, enough to keep the political stability mod pegged at 100%.  Here's hoping that does it.

I've conquered four NPR homeworlds in my current game.  The first two have long since progressed to imperial population.  The fourth transitioned to Occupied not long ago.

The third remains stuck at Conquered, and I can't figure out why.

- The ground units tab of the Population and Production pane shows Occupation forces required/actual of 571/583
- The "prevent increase in political status" box is not checked

It's been stuck for years.  I'm out of ideas.  Anyone got suggestions?
