The colony in question has 86 million residents with the capacity to support ~90 million.

You can't change a colony from being a destination for colonists until it reaches 25 million. After that you can choose to set it on the civilian tab of the colony screen, as a source of colonists, as a destination for colonists or as stable which causes civilian colony ships to ignore it. Civilian luxury liners will still move colonists too and fro from stable colonies but usually will maintain a net balance of zero movement.

Additionally, how do I mark a world so that the civilians no longer pick up colonists from there?

How do I mark a colony so that the civilians no longer send colonists there? They are about to overload the infrastructure carrying capacity and the colony already has 17 million people standing around with nothing to do.
