Exclude survey excludes those bodies that have been surveyed from space, but the survey must have been completed.

It will also exclude any fully surveyed grav locations which is good for when you resume survey operations after an interuption.

Does this exclude only bodies that have had full survey, like space and ground team, or planets that have had any kind of survey? Looking to finish my ground surveys without setting up hundreds of dummy colonies.
