Make sure you aren't trying to build a Military design in a Commercial shipyard.

When I select retool for selected class, no ship classes appear in the "ship class" bar. . .

Your shipyard has to be tooled to produce that type of ship. Select that shipyard and change the task type to 'retool for selected class', select the class you want to build, and hit set activity. If the shipyard was already tooled to produce a different class, retooling may take some time. For more detail, look at this thread:

Up until now I have been using Fast OB Creation.  But my ship points have ran out.  So I went to my shipyard, and selected a slipway that was big enough for the ship I wanted, and selected construction, however, none of my ships show up.  They are all well below the capacity per slipway.  Help?
