Indeed.  If you could tug an asteroid to any point you like and still establish a colony there, you could use rec modules, maintenance modules, orbital habs or the new underground infrastructure to establish a permanent base.  Would be fun for jump point fortification!

I was reading the 6.4 change log thread talking about spinning up asteroids for artificial gravity and Steve even said he was toying with the ability to tractor asteroids to were you want them for deep space bases.

I'm thinking of a very large and costly module that would negate crew months, so you could create space stations that don't have to be towed back to a colony. This would work great for outposts and fuel stations.
