Is it possible your cargo holds were already full? I make that mistake sometimes, maybe you cleared an order on repeat after the ships had already loaded up their holds.

You should have been able to load .2 terraforming installation components on each load, you coukd have even used small cargo holds and loaded .04 per load if you really needed to, so I'm not sure what the problem was.

A terraforming installation has, according to the Wiki, a mass of 125,000 tons, while regular installations only have 25,000 tons.  On the same page it says that it will automatically be broken down if a ship without enough cargo space tries to transport it.  If that doesn't work your only bet is probably to rely on civilian freighters.

I have the option "Load Terraforming Installation Components", but not "Load Terraforming Installations".    When I try to use "Load Terraforming Installation Components" the TF stalls saying it can't complete the order .  .  .  . 

My Transports are std 1 Cargo, 50,000 ton ships .  .  .   copied straight from one of Steve's AAR's .  .  .   they have moved everything else .  .  .   Clearly I am missing something here . . . .    thanks for the help.

You can transport it either with your freighters by giving them the command to Earth->"Load Terraformer" and Luna -> "Unload Terraformer" or by creating a supply of terraformers on Earth and a demand of terraformers on Luna in the Civilians / Ind Status Tab of the Population and Production screen and let the civvies haul it for you.
