If you are just setting up at the beginning of the game you can use the officer screen and sm function on the colony page to get a lot of extra officers.  In SM mode first go to the colony tab (F9) and on the bottom use the sm button and change the number of academies so you have plenty of them.  If you don't want to keep them you can remove them later.  Then go to the officer page (F4) screen and at the bottom is a button for "Replace All"  This will delete all of your current leaders of all types and give you a new starting setup.  The trick here is you can choose how many years of producing officers from all those academies you just added.  Normal setup routines give you the equivalent of 2 years of officers.  You can use the button for 10-20 years of officers.  This will give you tons of extra's but it is probably faster to get exactly what you want.

The only other way that I am aware to do this is to ask Steve for the database password and go in to alter the records for the individual officers.  I do not recommend doing this unless you program access databases on a regular basis.  It is far to easy to mess up and destroy whatever you are working on.  Also Steve does not do bug fixes on databases that have had alterations done on them.  No real way to tell what is actually a bug, and what is user error.

Sadly you can't, your best bet is to use the "add extra" button on the leaders page untill you find an officer with the stats you need, then rename him/her. It's a bit time consuming and you'll end up with possibly hundreds of officers you don't need, but after a few years of inactivity they'll be retired anyway.

In SM Mode can you create a specific Officer/Administor/Scientist?  If so, how?  Thanks.  (6.3)

I don't think it's possible but would be happy to be proven wrong. It would be a great addition to RP to be able to freely change/modify/create leaders.
