You would need to replace them as they die off/retire, otherwise, in theory, a civilian administrator can stay in office for the term of their lifetime as far as I know.

Ah, okay, thanks.  Should I be replacing my governors every so often, or do I not need to worry about that?

You need to manually assign the commanding officer to the task force. His subordinate officers will then be assigned. Governors are never assigned randomly.

So, I have notices that when using Auto Assign, it assigns my ground officers, and it assigns naval officers to ships, but it doesn't assign naval officers to staff offices, or civilian administrators to planets - is this a bug, or am I just not meeting the conditions for those posts to be assigned. 

I am fairly new to this game, and have rarely gotten more than 10-15 years in on (usually) conventional starts, never really enough to have much of a military/naval presence or really, all that much expansion beyond earth.
