That's along the lines of what I figured, thanks for clarifying!

So, if you put a warhead in the chassis in addition to payload missiles, then the percent matters for just the chassis warhead, right?

Those values are the chance for the chassis to hit the target.

They only matter if the missile bus has a warhead of its' own.

When designing the the actual MIRV chassis, hit chances are displayed that do not seam to have any relationship to the accuracy of the Payload Missiles selected as the second stage component.  Do those displayed hit chances actually have any bearing on combat performance, or are the (hidden) values of the Payload Missile used exclusively?
