Maintenance supplies are built through construction factories.  Ships only use them when repairing damaged components and only load them when you give them the order to load them.   Maintenance facilities on the other hand "burn" minerals to keep ships from running the maintenance clock, so there is no chance of component failure.

I have a planet that has enough maintenance facilities to ensure all ships do not need to use any of their own MSP. Does this also mean I can resupply MSP at this planet or do I have to ensure I have enough maintenance supplies prebuilt first to use as a stock pool?
