Did you recently move an officer from earth who was providing protection in some way?

The problem lies in the Race Modifiers table where the value of EconomicProdModifier has been set to 0.01  How this has happened I have no idea - Steve would have to say what addresses this field.  ( I have tried but there is nothing I can see in the front end that affect this).

It seemed to be working OK until around 27 April 2053, where there was still stuff being built, and the only unusual thing in the log I can see is the reassignment of officers on 11th June (you didn't terminate that in the middle did you?).

I can reset the value in that table if you like, if there is somewhere I can drop the file. Bear in mind that Steve will then consider it a modified database and therefore unsupported.  To be quite honest I'd be tempted to restart.

Oh and by the way, if you DO consider continuing, kill the 10 Size 4.953 Anti ship missiles in Ross 248 using the Missiles in Flight tab of the Battle Control Window (F8).  They are probably slowing things down dramatically as they are constantly checking for new targets, and with an endurance of 2 years  that will go on for a very long time.

The 1% economic modifier is a symptom, it's not the root cause. Something is causing the happiness to drop. Is the population overcrowded? Is there sufficient military presence?

this is some sort of global effect that the event log doesn't seem to be saying anything about.

I doubt its overcrowding when its happening to all colonies even unmanned ones.   All manned colonies have at least one military unit and Earth\Luna have a PDC.   

Look on the Summary tab of the Economics screen. There is a value near the bottom of the left column labeled something like "Protection desired" and one labeled "Protection provided". Provided should meet or exceed desired.

Also check the event log. It may tell you why the economic modifier is at 1%.

this might be a case of database corruption. I'm not sure how the modifier got set. also you've got 10 missiles in Ross 248 with seemingly unlimited endurance, might be related. trying to advance 5 days now to see if that clears up the issue, but you'll probably have to get someone with the DB password to look at the save. the 1% economic production modifier is definitely the culprit, but I'm not sure of what causes that. likewise there are an awful lot of civ freighters registering trouble loading and unloading right around when the trouble started.

Update: deleting the missiles hasn't accomplished anything, same for clearing civilian freighter orders.

did you set industrial production percentage to 20% at start? that, having all of your planets being considered conquered, or some other modifier(all 5 of them are listed on the summary page) are the only things I can think of.
