If the ships you're trying to target are classed as neutral, you'll have to check the box in the upper right that says "Not only enemy contacts" or something to that effect. Missile fire controls also have to have the enemy in range, but doesn't seem to be problem in this case.

I have 2 different types of sensors one that detects the smallest units (size 1) and a larger one (size 14 and up). Both are active, both have enemy ships in range (orbiting earth) and yet on the F8 screen no targets appear in the assign target window, no ships, no populations from the NPR on earth....nada. Any thoughts?
