This is not a very intuitive part of the game and I need to improve it. If you have a ship with a Ship to Ship Tractor beam, go into the Fuel / Spares tab of the Ship window and you will see a section for Tractor Link. Select the ship you want to link to and press Create Link. The two ships are now linked together and use their joint engine power to move the total mass of the two linked ships. Each ship can only be linked to one other ship at oncea and you can tow something through a jump point.
