Just to make a point here 1 per 10,000 is really too cheap.  It could be easily increased by a factor of 10 without making any noticable impact.  The value of civillian fuel is enormous, and civillian minerals are in comparison extremely expensive.

The NCC paid 1% of its expenses for civie fuel but 43.8% for civie minerals.  There are 16 harvesters in operation generating around 2-4 million fuel per year.  I don't know exactly as I skim it off when the harvester has 100K or so fuel onboard.

It also should be a far more important source of income to the shipping lines that have harvesters than it currently is.

You can refuel from them at 1 wealth per 10,000 liters of fuel.

There should be some check box to let you decide whether civilian sorium harvesters give you their fuel or sell it off and give you tax income, like with mining colonies.
