Or Orbital habitats.But Ship bases Terraformers are probably the most handy solution.

5% + (5% * cost)  of  a population goes to the agriculture sector to feed the population. I forget the percentage that does to the services sector, but that is a high percentage as well. Then the rest are workers for government installations. Venus is impossible to terraform via ground installations (except for maybe far end level), so the only way to do it is from an orbital terraformer (ship).

Most likely the colony cost is too high and they are all needed to make food.

trying to terraform venus but i cant get any of the population there to work at all.   is there a reason for this ?
