If you are using a normal Sol System start, it can be prudent to set Earth (your primary source of colonists) as a Destination, not merely Stable.  The Stable setting still allows for the transfer of colonists, but at what is supposed to be a much lower rate, and it does NOT stop Luxury Liners from pulling colonists.

So long as every sizable source of colonists is set as a Destination, no colony ships will be able to pull people from anywhere at all.

One way to take advantage of this is to have multiple colonies of more than 25 million people.  Simply alternate which colony is a Destination and which one is a Source.  Civilian shipping will then generate tax revenue for you by moving lots of people from one to the other.  Once the current Source drops below 25 million people, it defaults to a Destination, meaning that no colonists will be moved from it.  When you notice this, and want to give the shipping lines something to do, you reverse the settings.

if you want to make a limited population colony (say, a military outpost), use an orbital habitat.  (or maybe Underground Infrastructure).  Civvies won't expand them.
Maybe that is the way to go. Build a space station that terraforms the planet and allow settlement only when it is at rate zero for free colonization.

I had tried that, setting sending colonies to stable or receiving colonists but it did not seem to change much. Had to keep up constructing infrastructure like before to keep up with the build up.

You didn't listen to what I said, did you? Set the colonies sending the colonists to "Stable" so the new colonies with the under 25m pop will not receive any because there is no longer any colonists to be sent.

Hello there,

is there a way other than the three options in the civilian menu (source,target,equal) to steer HOW MANY colonists are transported by the civilian shipping industry? Sure I can SM them away but that is not the preferred solution. It is simply annoying that a new colony is spammed by new civilians and the only way to not let them be killed by negative pop growth is to spam the colony with infrastructure.

Where are those immigration offices when you need one  :P
