if you want to make a limited population colony (say, a military outpost), use an orbital habitat. (or maybe Underground Infrastructure). Civvies won't expand them.Maybe that is the way to go. Set the colonies sending the colonists to "Stable" so the new colonies with the under 25m pop will not receive any because there is no longer any colonists to be sent.I had tried that, setting sending colonies to stable or receiving colonists but it did not seem to change much. Had to keep up constructing infrastructure like before to keep up with the build up.
Unfortunately, you don't have that option until the colony is at 25 million population; until that point, it's locked on "Demand Colonists. " If "Stable" was an option from the get-go, it would solve this particular headache.You didn't listen to what I said, did you? You can set the colonies sending colonists to "Stable" so that they won't send new colonists, but that's about as much control that you can have.
