Diplomacy doesn't matter anymore at that point.

They're "your" people, they don't belong to the other empire anymore. They're just a little pissed...

Only thing influencing conversion is the present ground force strenght.

I know that you require a certain amount of ground force strength present to ensure that the political status progresses towards imperial. However I am not sure if having an overwhelming ground force present will help speed the conversion up. Other than that though I do not think any other factors play a part in status conversion.

I don't think the diplomatic rating matters anymore once you conquer an alien empire.  It's a rating of the alien's government attitude towards you, not the citizens.

After we take a civilization it takes time to for them to be a Imperial population. But has"Current Diplomatic Rating for this Race" anything to do with imperialization of said population?
The last war and defeat made one of my subject race a bit irritated, I am currently on -4258
