Found it! It's a transfer button in the colony view.

Yes I believe so. I forget where the exact setting is but I believe it is in either the summary window or the main game bar (the small tab that first pops up before you open the system view). However that may only be to player controlled aliens, but I don't play around with those things much.

Is there such an option? I mean, I know I can grant independence, and trade them units and ships, but can I trade colonies?
