What's the usage of 'logistic' for a planetary governor?

same questions for fighter operation for a commander?

Fighter Operation reduces the time taken to rearm/reload fighters ( or any parasite?). The value used is that of the carrier commander. Logistics is for loading/unloading times but I'm not sure.

I don't think there is a skill called Deck Crew. On which screen do you see this?

But it looks like the individual ship screen. After checking on my own copy, it appears to just be the Fighter Operations bonus under a different name. Funny how no one else noticed this before.
