Deep Space Tracking Stations

Hi guys,
I haven't had any of my systems invaded so haven't really seen what these will do for me. What I'm most interested in is if they will act like an active sensor so I can lock contacts with ships that only have fire control sensors.

Nope, they are passives only.
They are useful in letting you know someone is inbound, so you can prepare, but you still have to have ships or PDCs with active sensors.

Since it is related, answer me this: does turned off active sensors act like passives? And what kind of signatures deep space tracking stations detect? EM, thermal or grav?

No, EM sensors are the passive equivalent of actives.  DSTs detect EM and Thermal.  Grav signature is for active detection.
