Sometimes I get an officer with no ratings. Are they completely useless, or can they eventually learn something? Also is there a penalty for a ship or ground unit acting without a CO?

They just have zero in everything rather than no rating. They can still improve through experience. There is no penalty for a ship without a CO.

Last I checked a ship without a CO couldn't get any TF training?

That's not the case AFAIK. I've checked the code and a commander isn't required, so it sounds like a bug if that is the case.
