"Tactical is bonus to hit. You get half commander bonus + full tactical officer bonus.
Chance to hit is modified by (1 + Crew Grade Bonus) * (1 + (Commander Tactical Bonus / 2)) * (1 + Tactical Officer Tactical Bonus)"
