Is there any particular reason why civilian cargo are not moving 2.8 LG infrastructures from Luna to Earth?

Civilians will only pick up if they can fill their holds.

I am just in the beginning of a new game and there are 4-5 civilian cargo only.

There were about 500 LG infrastructure on the moon, I set up a contract to move them back to Earth and they did it, except for last 2.8, so they have the capacity to do it. Can the reason be because in the meanwhile I started to colonize Mars, so they are now busy moving infrastructures there and on the Moon, delaying the civilian contract? They were also able to move 5 terraformers units from Earth to Moon, but still these 2.8 not.

I think you misunderstood what Steve wrote. They will only pick up the cargo if there is enough to fill the whole cargo bay. As 2.8 infrastructure will not fill the cargo bay, it will not be picked up.

You can just switch to SM mode and delete 2.8 infrastructure on the source colony and then add 2.8 infrastructure to the destination colony.

Or you could use your own freighters rather than the civilian contracts. SM is probably easiest though.
