What's the highest Colony Cost (due entirely to cold temperatures) that can be brought to Class-0 by Aestusium?

There isn't a set number.

Max GH factor is 3x so the max temp so for a world with no existing atmosphere is 3x the base temp in Kelvin * Albedo. If the planet already has atmosphere, there will already be a GH factor multiple so the max increase will be less. However, if you add water before reach the liquid hydrosphere range, you can get more than 3x because the water melting will improve the albedo.
