You simply write desired number in the field. You can see in the screenshot that I can edit it.

There's a minimum fuel setting on the miscellaneous tab in the class designer

I think I am missing something but the only order to unload fuel transfer 100 percent of the fuel loaded to the colony.  In VB6 tankers unloaded 90% of their fuel and still had 10% left to move about.  In C# they unload their entire fuel tank.  I don't know if there is a way to make them retain some of their fuel.  I have been wondering if someone could help me with this problem.

There is an option on one of the far right tabs in the ship design to set a minimum amount of fuel units to hold onto when doing that order.
