trouble installing patches

whenever i try to install the 2. 5. 0 or 2. 5. 1 patches onto the v1. 13. 0
 C# install
the buildings in race windows when creating a new race are all 0

Check that your decimal separator is a period, as this sounds like one of the classic decimal separator issues.
