Going to be running a game of Aurora along with a Political Science simulation. Woo hoo.

There will be a lower house (The Union Parliament) that gets elected every 5 years (on years ending on 0 and 5). Whoever has the Majority (and there might be coalition) forms the policy. There will be a upper house consisting of "Senators for life". The Senate Will consist of 10 sentators from earth (the five major powers of Earth), plus 1 from any colony more then 5 million people. If a colony reaches 100 million people, they get 2 senators. In addition, the political parties using a formula get to appoint senators based on there percentage of seats in the lower house. (20% = one seat, and I hold the remainder so for example, a party with 5% of the seats will get a senate seat every 4 years).
One seat in the lower house is created for every 4 million people. Census happens every 10 years (on years ending in zero). each planet has there own vote for their seats. (So there a earth election, mars election, and so on).
Political Parties might have views on the following issues. Fleet, Shipyards vs. PDC, Homeworld Vs. Colonies, Carrier vs. Ship of the Line, Private investment, expansion vs. consolidation, Xeno views.
Fleet: Numbers vs. Quality.
Parties that like numbers will build a lot of ships, and rather build then upgrade. Quality will upgrade ships and scrap bad ones to clear up manpower.
Shipyards vs. PDCs: Shipyards - want to build shipyards, PDC - want to build PDCs, Mixed, want to build both.
Homeworld vs. Colonies: Parties that are homeworld parties want investments on the homeworld, colonial parties want investments on the colonies.
Carrier vs. Ships of line: Carrier parties want to build carrier task forces. Ships of the line want to build ships not carriers and fighters. There is a mixed option.
Private investment: parties will prefer to support one shipping line, many shipping lines, or no public subsidization.
Expansion vs. consolidation - Expansion parties like to rapidly expand. Consolidation parties like to fully develop systems before exploring and settling new ones.
Xenophobe vs. Xenophile: Self explanatory
