I built a big maintenance space station (and forgot to add Cargo Shuttles, so my ships can't resupply from it
), and after spending 3 years tugging it into another system.....I also can't seem to use it for overhauling my navy either. What am I missing here?
The attachment is the planet summary. I know the quantity of ships I have in orbit is huge compared to maintenance capacity, but that should only slow down/degrade my overhauls, not prevent them entirely, correct? Here's the station design:

When I select a fleet and target the planet OR the station's fleet, Overhaul is not an option. What am I missing? Does the planet need to have shipyard complexes?
