Managing the STO Targeting tab

Hi folks - I'm wondering if anyone has any strategies for efficiently managing the STO Targeting tab in the Ground Forces screen.  Selecting an individual unit and then going up to the drop-down menu gets pretty tedious for any likely number of STOs in an empire.  Are there ways to select multiple units at once, or other techniques for making the process quicker?

Build small STO units to get them out faster but once on their destination colony, merge them together so you have only 2 per colony to manage - one for PD and the other for AS duty.

How do you merge the units? I tried putting them under a higher headquarters but that didn't change how they showed up in the targeting screen.
