Hmm, I was thinking about some easier scenario editor,  since ive tried to use spacemaster to add independent Human colonies on outer asteroids, etc, but to no luck so far without changing their dimensions.

Ah ... Rowley books and the Vang. Some of my favorites. IIRC the Vang were a direct influence for the Flood race in the Halo games.

Land a Military Form and start converting enemy population into friendly ground combat units.
