Civvy Engine manufacture and design

I appear to have zero trouble designing military engines but it appear that after following the tutorial several times to the letter the check for military designs or civillian designs is now missinfrom the create research Project window.

So simple question is where do I switch between the two now?

So simple question is where do I switch between the two now?

If you look in the middle of the design window, you see that civilian engines are 25HS or greater and Power -50% or lower.
