If I set Europa's mass driver destination to Titan, and
- Europa has 1000 duranium, and
- Europa has a duranium reserve level of 500, and
- Titan has 500 duranium, and
- Titan has a duranium reserve level of 500

...will Europa send duranium to Titan?

It should send 500 to Titan. Titan's reserve level only comes into play when you try to use the mass driver to catapult stuff elsewhere.
