Increment length adjusted as a ship is within firing range

Does this mean one of my ships, or could it be any NPR ship?  If mine, how do I find which one?

IIRC, the "within firing range" is only due to NPRs.
Now, if that NPR ship is in range of _another_ NPR ship, or in range of one of _your_ ships, that I can´t tell  <evil grin>
