Transfer Cargo/Liners/Colony ships to private companies.

Many times I have older generation cargo ships that do not cost anything to maintain but are just taking up space.  Same with Liners and so on.

It would be nice to be able to transfer the old cargo ships and liners to the private companies as a form of subsidizing them.
